The subnet mask will determine the number of bits assigned to the network. Both addresses are always used together. For this purpose the iana has reserved the following three address blocks for private internets. As long as you have an ip address and a prefix length or subnet mask you can find the network id.
The subnet mask is 255 255 255 128 which when translated into bits indicates which bits of the host part of the address will be used to determine the subnet number.
